Malta Business Registry reports record growth and digital expansion in 2025

Strong Increase in Company Registrations and Filings

The Malta Business Registry (MBR) has recorded another year of significant growth, processing a record volume of corporate documentation while continuing to strengthen its regulatory and compliance functions.

According to its Annual Report and Financial Statements for 2025, the Registry registered 3,744 new entities, of which 3,628 were private companies. This reflects continued confidence in Malta’s corporate framework and its attractiveness as a business jurisdiction.

In addition, the MBR processed 282,575 corporate documents through its BAROS digital platform—an increase of more than 80,000 documents compared to the previous year.

Enhanced Compliance and Transparency Measures

The Registry also intensified its oversight and compliance activities throughout the year. It issued 12,013 certificates, processed 2,436 certified true copies, and carried out 1,697 onsite beneficial-ownership inspections.

These measures form part of the MBR’s ongoing commitment to strengthening corporate transparency and ensuring that companies meet their legal obligations under Maltese and EU regulatory frameworks.

Continued Digitalisation Through BAROS and Malta Business Wallet

Digital transformation remained a central pillar of the Registry’s operations in 2025. The expansion of mandatory electronic filing to additional statutory submissions has helped reduce administrative burdens while improving access to corporate data.

Ongoing enhancements to the BAROS system and continued development of the Malta Business Wallet are expected to further streamline services, making corporate interactions more efficient and user-focused.

Strategic Plan Concludes with High Performance Ratings

The report also marks the conclusion of the MBR’s Strategic Management Plan for 2020–2025. An independent assessment awarded the plan an implementation score of approximately 95%, alongside an organisational maturity rating of 80%.

These results highlight the effectiveness of the Registry’s long-term planning and reform strategy.

Strengthening Malta’s International Regulatory Profile

Malta’s international standing in corporate registry governance was also reinforced during the year. MBR Chief Executive and Registrar Geraldine Spiteri Lucas was elected President of the Corporate Registers Forum, a key global network of business registries.

In addition, Malta has been selected to host the European Business Registry Association (EBRA) 2026 annual conference, further positioning the country as a hub for regulatory cooperation and digital registry innovation.

Outlook: Continued Digital and Regulatory Evolution

The 2025 results underline a clear trend: sustained investment in digital infrastructure and compliance systems is reshaping Malta’s corporate regulatory environment. The MBR’s continued focus on efficiency, transparency, and digital services is expected to further modernise company administration in the years ahead.
